Have a look at the top rear of the fuel injector pump and you will see 2 screws with locknuts that limit the travel on the throttle cam. The one closest to you is the idle speed one. It has a screwdriver slot on the end and the locknut is 12mm. Loosen the locknut and adjust to your desired speed with the screwdriver and tighten it up while holding the screwdriver stationary. Don't lower the revs too much or it will shake itself to bits
