F1 is digging itself into a hole
They had the right idea a few years ago but for some reason they (i assume Bernie) knocked it on the head. They were going to allow customer cars, when this was announced they had rich dudes lining up with their checkbooks to place an order. Customer cars means that the big teams could make and lease/sell cars to anyone wanting to setup a team and they could go racing. For the smaller teams it meant not spending a fortune developing cars and for the big teams it meant all that R&D would be spread over mutiple cars rather than just 2 cars. Im not sure why they knocked it as it would have meant full grids, all cars would be reasonably competitive and more Teams for fans to follow and the associated income from them.
