on the defer/perentine/county Ive always done it by backing off the adjustment on the handbrake cable/actuator AND the drum then adjusting up the brake adjuster till the the shoes just touch the drum then backing off the adjuster 1/4 of a turn.
once thats done pull the hand brake up one notch and adjust the actuator/cable untill the brake just touches. Drop the park brake down the notch you lifted it and if you got it all right it should now spin without touching.
