Check Vicroads modification guide. (From memory the document is called VSI8 ). There is a maximum allowable size change for it to be roadworthy without needing "engineering" approval.
I am picking up my new 110 tomorrow and other than standard additions like winches etc.. I also want to get rid of the steering wheel. I find it too big.
Any others gone thru this process and what types are out there and also are there any implications with insurance or other compliances especially here in Melbourne.

I don't know about the legal side of thing and insurance etc but I changed my standard Defender steering wheel for one of the 15" Mota-Lita steering wheels from Mudstuff.
It's only a little bit smaller than the standard one but it makes a lot of difference to comfort. With regard to the indicator stalk it still seems to be in a comfortable position to access.
There is no noticeable difference in the amount of effort required to steer and currently it is the cleanest thing in my car.

Thanks guys, I will do some more research. Currently I have two suv's and they are around 370mm and very comfortable, the defender seems much larger and turning not so much fan.

I can't copy paste from the document. Look at section 13.4. Not quite what I said, but it gives you the official answer (so you don't have to listen to me guessing.)
You should be able to find ADR 69, but I see what you mean... The whole, "certified by vehicle manufacturer as suitable for that vehicle" thing is getting tricky... Can't imagine LR have specified too much about what type of steering wheels they support. Of course that probably means the correct interpretation is only LR steering wheels are allowed. Getting out of my league now!

						How do you all go with the boss moving the steering wheel closer to you? I always think about changing it for a slightly smaller wheel but get put off as I have reasonably long arms.
