That does look a little crusty.
There will be a LITTLE movement in the turbo bearing, which is normal.
The oil could be from the turbo or the poorly designed crankcase breather bolted to the rocker cover.
You can get a replacement CHRA for the turbo.
This is the one I purchased. 18months now without issue.

Still had oil through the intercooler pipes, so I replaced the crankcase breather with a Provent 200 and now have zero oil in the intercooler and pipes.
