Aaaah . . . public servants . . . aren't they cute . . . like muppets!
I find that because they don't know what they want, and don't know how to find out what they want, it's best to give them far more information than they need. That way, they can then make a decision as if they actually know what they're talking about, which makes them feel better.
I would make a long list of every powerful car that can be driven on P-plates, with a list of the power-to-weight ratios as well as published 0-100kmh times, and then the same figures for your car. Get some contact details so that you can ring and email them every day or so. (They'll get tired of their tea breaks being interrupted.)
Also do a short write-up of no more than one page and send it to your local member. They may not do anything, but it can't hurt and they should know what these sorts of laws do to people.
At any given point in time, somewhere in the world someone is working on a Land-Rover.
