    Irfanview.

Freeware, works great, better than Gimp IMHO.

Irfanview does not come close to the capabilities of the image manipulation programs. It started life as an image viewer and has had a few features to extend its capabilities. The comments provided so far are spot on but I would suggest getting the Photoshop demo (free) and trying it out before deciding.

Warning though, image manipulation is addictive

You could also check out include Paintshop Pro from Corel. I know that pretty much anything Corel buys is a kiss of death but their programs are actually good in their own right. They include Word Perfect, Paradox, Painter, Intervideo, Ulead, Winzip - all are excellent programs but mostly their time passed and the competition took their place.

I use Photoshop CS3 Extended on a daily basis for work, and they just keep improving what is already the most comprehensive package out there.

A lot of what I do is absolutely colour critical, so I'd never contemplate using something else.
