As a fellow 95 tdi owner - not necessary. Some time ago I had to drop the sump to do some work on the crank, and on inspection there wasn't anything much to clean out. If you want to ensure it's clean, elevate the front wheels a little and use an oil additive during oil changes. I've had good results from
Cost Effective Maintenance - Home . Provided it gets regular oil changes, the 300tdi doesn't seem to gunk up like other engines.
If you do want to drop it anyway - you'll have to drop the sway bar, and when you go to put the sump back on, use a good quality sealant ( I use Dow corning 732 ), have surgically clean mating surfaces and follow the bolt up pattern.
