Incompetence on their part... I have knocked several tyres onto Disco 2 alloys myself (with those tyre lever and rubber mallet things that noone knows about anymore).
Perfectly normal for the steel wheel not to locate on the spigot, that is why they have tapered nuts, and that is how factory steels work.
Beware that your new (cheap and nasty) steel wheels will be much weaker, and not hold beads half as well, also, they're likely a much wider offset, so the tyres will chew at the guards.
