If you enter an area that has ben signed "Chains Must Be Carried Past This Point", and you are directed to fit them, and you don't have any, the fines are steep.
Of course, in that pic there is obviously no need for chains. I'm just sayin.
Carrying chains doesn't really mean much. There are no fines for stupidity. I would say that every time I went to Buller ( well, maybe not Buller. Often fitting chains wasn't ordered there) or Hotham, which was at least 20 times a season for 5 years, I would see someone carefully fit the chains he had hired for the day on to the REAR wheels of his Camry or somesuch.[bigrolf]
