Frank, you can't get booked for doing 1 or 2 k's over the limit by Police. There are limitations on the accuracy of a vehicle's speedo and also tolerances of the  speed detection device (Lidar or Radar) as well as the accuracy of the operators estimation of your speed in order to then use the device to 'get a number'. I know speed cameras have a very low tolerance and they'll soon to be private mobile speed units in NSW trying to use low tolerances, but not that low.
You're quite right though - people spending more time looking inside at a dial rather than outside at the road...it's got more to do with peoples driving than a sign. I'm pretty sure most of us could all drive around suburbia within  5 or maybe 10 k's from the posted limit without ever looking at a speedo.
In my opinion there should be four speed limits - 60, 80, 100, 120. School zones should have fences, tunnels and bridges AND a proper education system and set down / drop off area for kids. Roads are for motor vehicles, NOT for pedestrians and NOT for cyclists. Footpaths and cycleways are for pedestrians and cyclists.
