I would say no as the winch is basically held hard up against the bar so wont actually be taking load on the bolts.

Just wondering if any one of you guys or gals out there could clear up something for me. I bought a used Warn 8000lb winch (in excellent condition),but it didnt come with mounting bolts.The right size bolts are easily to get but I was wondering if the bolts have to be High Tensile or not? Thanks heaps........sorry forgot to mention its on a series 1 disco ARB bar.........

In reality considering the price difference and the fact that we dont know if it will be mounted flat or vertically a definete yes from me.
I agree with loanrangie. In fact use mild steel cadmium plated or zinc plated bolts to avoid corrosion. The bolts really only act as locators...

Yep, agree with Psimpson about which way it is being mounted and regardless I'd go with 8.8 high tensile minimum. Even if it is mounted vertically, a nudge on the bar it is mounted on could see some movement however small and HT bolts should withstand any damage...
Oh and most clubs here will not permit it to be used with mild steel.

Mounting position will make a difference but i still think the cast ears on the winch will break before mild bolts will.

must be hight tensile, the bolts carry the weight of the winch when its mounted in the normal position as well as providing the torque reaction when winching. they take the full load of the winch as well as providing the torque reaction when mounted face down and all of the above if underslung.
