In good old "Quaint" Queensland once you have registered a car or ute with a RWC it does not require another RWC until it is sold on, so there many a vehicle in single ownership for 20 + years that could well be so defective as to be a danger to the driver and passengers as well as other road users.I know of a couple that I would not go across the street in :eek: but the owners regularly travel the 30Klm to the closest major shopping centre, almost as bad as seeing oncoming truck & dog combos with the driver texting on his smart phone resting on top of the S/wheel at near to 100kph.
