The problem is when you (or others) take actions to denigrate another race based upon nothing more than their skin colour or country of origin, or to provide services and opportunity to your own race and deny them to a different race again solely based upon the ethnic background of the person.
In a pluralistic society, people should be able to take up opportunities or benefits solely because of their skills, abilities, education and qualifications. There are some exceptions to legislation around race, gender etc. Under philosophies/legislation of affirmative action, in some specified circumstances it is not racist to offer opportunities to one race to the exclusion of another race. e.g to employ an aboriginal person into a position as a health worker in an aboriginal community, even though there may be an anglo-Australian who is better qualified. These exemptions have to be determined before offering the position to anyone and gaining an exemption for the position.
