Mick, was the WPC in the ACT by any chance? A mate of mine got pulled on his way back from NSW because his trailer wasn't rego'd. Well, apparently you don't rego trailers in Victoria.
She still fined him though. Then appealed when he got it quashed. And won, as my mate wasn't about to go to the hassle of appearing in her local court.

Yes, here in Vic., small domestic trailers that fall within certain limits don't need to be registered. We also have another rule that states if a vehicle conforms to the rules in the state it is registered in, it is considered to conform to the rules in Victoria. This was brought in because the local coppers had a turkey shoot on the Vic/SA border when SA got rid of their rego labels. You see, at the time, cars were unsafe if they didn't display rego labels. According to the road safety rules.
