Look at the definitions at the beginning of the road rules.
This quote is from a legal document, not an opinion.

Where is your "1/3 speed" statement defined?
    Or was that just opinion?

Uphill, depending upon angle, a cyclist could be as slow as a pedestrian say 5-10kph , maybe 20 kph for MAMILS on medium slopes in 60-80 zones . So I was being generous, not precise accurate of x slope with y bike ridden by z MAMIL. = n kph.

I can't see road rules on stupid phone.

This has been discussed at length many pages back. The key word in the legislation is "unreasonable". Since a bicycle has a limited top speed capability, then as long as they are riding legally on the road no, they are not "unreasonably" obstructing other traffic.

Vehicles with limited top speeds (bicycles, horses, registered tractors & machinery) are all allowed on roads where they move at speeds vastly slower than cars - but they are not allowed on motorways.

    Well, that didn't work.
TWO pedestrians have been hit by cyclists in the city in the past fortnight ? with one suffering serious injury ? prompting calls for bikes to be limited to walking pace when on footpaths before someone is killed.
But Salisbury District Pedellars was not supportive of the idea.
Leader Bryce Routley said the restrictions would be fine for beginner riders, but were more likely to be a burden on recreational riders who need to commute in a hurry. ?I suspect that would be a little too slow for cyclists who want to get somewhere in a hurry. It's
going to take a long time if they're riding at five kilometres an hour. They might as well walk.?
Well, there you have it. Cyclists say to pedestrians "Get out of my way. I'm in a hurry."
Yeah, Bryce, you need to slow down.
Shoe on the other foot, hey?

Fully agree bikes should go slow on shared paths. Not be on footpaths ( unless with kids) Bike Nazis are horrible narcissistic people. Luckily most bike riders are not that way just like most drivers are considerate. It is selfish prats who stick out and give the rest of us all grief.

I can ride on footpaths here in VIC when with the kids ( under 10 year old I think) Is it different in other states?

Classic example of disrespect towards cyclists and the lack of recognition of difference in vulnerability of a bicycle rider and a car driver, both on the road and in terms of policing and prosecution.

    I'm sorry, wot?

In my car I'm not allowed to drive within 1m of a parked car (that's a road rule). But if some window licker cleans up a car door that gets opened (within 1m of a car) then the person opening the door is suddenly at fault, rather than the one hitting it!

DO YOU WANT TO BE A PEDESTRIAN OR A CAR? MAKE UP YOUR BLOODY MIND!

I could pick that whole article to shreds, but I won't.

    From the article you posted.

"Drivers who hit cyclists go unpunished."

As they should. Did you read the articles I posted.
