I think you are right. Imagine the State of Origin if that happened. [ pigs will fly first, I suggest] Those who haven't read the Constitution should have a read.
Commonwealth Of Australia Constitution Act – Parliament of Australia
Might be worth pointing out that the above reference is the organisation founded to replace the existing flag. You may want to balance it with Australian National Flag Association, or perhaps more officially and unbiased, It's an Honour - Symbols - Australian National Flag.

In 1979 , I think it was , the 6th Battalion, Royal Australian Regiment , trooped the Colours in St George Square.
On the eve of the parade we received intelligence that some sort of protest group intended to deface the Queens Colours with paint etc.
Our Regimental Sergeant Major quickly organised a rehearsal to practice defending the Colours by forming an instant vanguard with fixed bayonets and gave the Battalion notice that he would give orders to attack with fixed bayonets any force that attempted to deface the Queens Colours.
This was done with full intent and authority at the time and every member of the Batallion was wound right up.
On the day we all were itching for this organisation to make contact , and we would have all , to a man carried out the Regimental Sergeant Major's orders.
So we will fight for a flag and what it respresents.
