    I've seen that same thing many times in the NT.

    There was a grader driver from (I think....) the then Dept of Construction , whom I used to meet quite often on my work around the NT.

    If I recall , his name was 'speck' Nevitt , and he often rigged his camp up for moving just like the photos above.

    not that outrageous,,
    grader drivers for big shires often camp out for weeks at a time. I reckon this guy just comes in for tyre changes
