Yep, if its a flail it will be old rubber, we a flail to control sifton bush and I've never done a tyre with it. I'd be surprised if yours doesn't have a tube though. I usually empty them and take the rim to my friendly tyre repairer, not cheap though, the last one was in April and was $170 for a sleeve on the inside of the tyre, tube repair and reassembly. That was for a front tyre on our 100HP FWA Fiat.
