    There was spare gas generation capacity at Pelican Point, but it wasn't turned on. Was that to push up prices and increase profits? Is this market failure?

    thats incorrect.
    PP didnt have spare capacity. its second unit it broken and hasnt produced power in 2 years.

    There were many reasons why Kennett put the SEC into private hands (probably a C.A. subject so I ain't going there!), & I'm not saying lack of maintenance is a result, 'cause I don't know. On the other hand, the 300% "levy" that I mentioned hasn't helped (viability) either has it?

    The company revealed the plant had been operating at only half capacity for more than a year.
