Not necessarily (but probably) - one of the Branch Managers from where I used to work was almost killed when a wheelbarrow wheel (steel) separated when he was pumping it up - it let go at around 15PSI and the top part of the rim hit him in the head. Inspection showed the bolts holding the 2 parts together were rusted inside - visually it looked fine from the outside. You can imagine the procedure in place now for inflating wheelbarrow tyres.
The person it happened to has a permanent brain injury as a result and hasn’t been able to perform his normal duties since, although he is thankful to still be upright - fractured skull, massive lacerations to the face and a multi week coma - he was critical for some time.
It has resulted in me being extremely careful when inflating small tyres and I always ensure I’m not in the line of fire when doing so.
