Its more than likely a deck-widener (adds yet another "Tippy" element into the equation!), possibly a quad axle. You can have up to 27 tonne over a quad group.
I pulled a quad deck-widener and dolly for a while. You could quite easily get the tie rails to within an inch of the ground with a 40 tonne excavator onboard travelling the Leichardt Goat-track.
AFAIK, the counterweights are quite a job to remove. I haven't carted pipe-layers myself, but I know quite a few blokes (and one girl) who have. They were all unanimous in their dislike of them. The worst was one poor bloke who had to cart one from up near Biloela to Toowoomba for another gearbox. It could only be reversed on, so the counterweight was on the left hand side. Reckoned he had some really scary moments on that trip!
