In some of the places (overseas) I have lived you DO NOT **** off anyone over a parking spot. Lets say a bit of relatively mild scolding achieved your aim and you could enter the spot and park - come back a while later and find the pay-back is a real bitch!

The evidence is on video, obstructing a vehicle.
Probably only a minor offence, but with the number of the anticipated vehicle recorded as well, Sgt Blue may be interested.
If said Sgt was on site, I daresay a ticket would have been issued in the absence of (say) a disability permit or extenuating circumstances.
No need to go through the problem when there is a way around it.

If time and space allowed, I'd park across the opening to the spot and go and stand next to her. ( I'm thinking about the old phrase, "Two wongs don't make a right") [bigwhistle].

Edit: I couldn't get a video link in the OP but found one on Facebook. My question is, If old mate was already halfway into the spot, why didn't the two women take the spot offered by the other motorist ?.

Think it through.
Tangling them up with red tape, legalities, possible action against them by the Law, Parking Operator.. or even a civil action. Maybe dropping the video onto YouTube etc... would co$t them SO much more than any instant gratification gained from running them over.

Yep, a video on YouTube would be very effective, just share it yourself and encourage resharing.
