I think I was trying to say that some people can't make (and avoid) the correct decision because the origin of the root cause of the problem doesn't fit with their narrative.
The narrative then deviates further from demonstrable reality leading to more incorrect choices.

They have a bottle neck as more has been ordered than the current facilities can unload.
Remember until recently they had a preferred supplier who operated via pipelines not ships
Bit like standing in the queue at the supermarket only in this case it is a lack of checkouts rather than the staff to operate them
