Well as a ratepayer in MBRC area I certianly don't want to be paying excessive rates to help some multi-millionaire developer make more multi-millions. My view is that if you want to develop a site then you cough up for most of the infrastructure, simple, it will be the council that will be required to maintain it after they've made their millions and moved on to the next area.
