I wasted 10 minutes reading the comments on the linked story. We had our honeymoon on Norfolk in 1999 before the local government went broke but even then it was a chore to get there, our outbound flight was cancelled and we had to buy two one way tickets. When we were there tourism was hugely assisted by the exorbitant sales taxes that Australia was subject to and most of the Main Street was occupied by duty free shops selling all manner of goods.
Then Australia introduced the GST and that 40% saving dropped to 10% and suddenly one of the tourist drawcards disappeared.
Then the Government went broke
The method of transhipping goods of the beach was a tourist attraction but unlikely to last in a world of OH&S regulations. The Australian Government spent $17 Million dollars on upgrading Cascade Pier but the problem seems to be a lack of suitable commercial shipping prepared to service the island.
