Just noting that Melbourne is the only place in the world that has suppressed Delta ....
Victoria is the only place in the world where a Delta strain of COVID has been suppressed.

Pretty unlikely, no sewerage positives in regional NSW, camera tracking on all vehicles leaving Sydney and interception if suspicious and everyone in Sydney locked to 10 KM from home. Yes, it's still possible for it to escape but it's unlikely that it is circulating currently. As Eevo said earlier 50 of the 70 cases today were household members of existing cases.

The basic problem we have at the moment is that the Australia is short on supplies of preferred vaccines and find ourselves faced with a new variant that is much more infectious (as could have been, and was, forecast to happen with evolution by natural selection in a world with the pandemic running virtually uncontrolled in some countries). While, despite the press, the hotel quarantine system has has very few infection escapes*, especially with the delta variant, it only needs one escape. For example, the current outbreak in NSW is spreading from a single driver, and in Victoria, genomic testing has now shown their major outbreak came from a single escape.
*The delta variant has an R0 of around six. This simply means that on average, each infection case infects six others. A minute or so with a calculator will show how rapidly this can grow without social distancing, restrictions on movement, testing and tracing.
