We have to be careful not to turn this political but:
Qantas cant afford to fly empty aircraft to cart people home, hence the subsidy.
The states have demanded that the quarantine caps are dropped, they are the bottleneck that means that planes are even emptier than usual
DFAT has always facilitated people coming home and never with grants, 5 years ago if you lost all your money overseas and had no way to get home they would offer you exactly the same loan to get you back home. So no elitism there.
The whole article seemed like a whinge because the author could not get reasonably priced tickets when she wanted. The only think that would fix that is increased quarantine quotas which the states wont allow.
I reckon claims of the government doing all the above so Qantas can make a profit are a bit over the top.
