That might be partly due to the fact that high speed pursuits attract a lot of criticism from the media and the public if anything goes wrong, (for example if the miscreants kill themselves or a member of the public).
Maybe the police tend to err on the side of caution in those situations.

How on earth can you blame the government for the totally irresponsible management by St Basils management team that has caused this Disaster, Buck passing at its best here.
This is not the place to discuss the fact that the Federal government is responsible for aged care in Australia, so I will not. Have a look in CA.
I’m pretty sure the dinosaurs died out when they stopped gathering food and started having meetings to discuss gathering food

A bookshop is one of the only pieces of evidence we have that people are still thinking

That May be so but the government are Not responsible for the daily running of these institutions, In this particular case the Greek Orthodox Church is responsible for the day to day management of this facility and that Includes providing adequate PPE, Training for the use of the PPE and enforcement of the use of the PPE provided.
The Federal Government May be in charge of aged care But the blame for the lack off PPE and the correct/lack of use of the PPE provided is the SOLE responsibility of the people that actually RUN these facilities and the people that work there and it is NOT the Governments fault.
Diana Asmar from the health workers union Blaming the government instead of the members of that union working at that facility and its management who indeed were "Negligent" and are the DIRECT cause of this problem is indeed "Buck Passing"
All the government can do is to MAKE the guidelines/rules for these aged care facilities, It is NOT their fault that the people on the ground ignore the guidelines/rules so the "Buck" must stop with them

Part of the problem seems to be that most aged care staff, including one of my nieces, are poorly-paid casuals without secure work or sick leave, so they often work across several aged care centres, making it more likely they will go to work when sick because they need the money, spreading the virus. The government funding system discourages hiring full-time permanent staff.

Fwiw, our youngest daughter works for one of the St Bazzas here. I posted here recently how having been a nurse she knew how to Wash & Sanitise hands. But when she asked her Manager to demonstrate those thing he didn't have a ****ing clue until she showed him, so doesn't surprise me they are in the **** interstate.
Washed his hands for 10 secs. & not even correctly. ie. Soap on for 10 secs wash soap off. No scrubbing or wringing as one would normally should do.

Hopefully her interest & nous may have saved a problem here before it became a problem over there.
