I very much doubt if the method of transport makes any difference. Foot, plane, car, motorcycle, bicycle, magic carpet etc. The pass questions don't even ask how you are travelling. One story I read said 700 people were turned back on Friday before the border opened at midday.

Officers discovered via photos and location searches on their mobile phones that the group had been in Victoria in the past 14 days.
"They're selfish," Queensland Police Deputy Commissioner Steve Gollschewski told Today.
"They think they can game the system and get around it by sneaking across or filling a false declaration.
."That will cost them a lot of money. The worst thing is that they're putting others at risk. How do they know whether they have caught (coronavirus) or not? The issue for us is, of course, keeping COVID out of Queensland.

It is Not the ones that get caught that concerns me its the ones that have Not been caught that really worries me.
I am willing to bet that these 6 people in the minivan which were caught in the act are just the tip of the iceberg.
Maybe QLD has jumped the gun with its border opening especially with what has happened in VIC, Time will tell.
