The effect of HFE is that each state can receive either more or less than it otherwise would if the GST revenue was distributed on an equal per capita basis. The amount each state receives is represented by a factor known as its ‘GST relativity’. The relativity can be loosely equated to the amount of GST a state receives for each dollar of GST collected in that state. Relativities since 2000–01 are shown at table 2 below.

You'll notice that Victoria typically gets to keep the least of all of the States of the GST it collects for the Commonwealth. In other words, tax revenues in Victoria and NSW are being transferred to the other States. My understanding is that since Federation the pattern has been for the populous States - NSW and Vic - to subsidise the other States. And that does affect how much the Victorian government gets in grants per head of population, and that affects what can be spent on hospitals etc in Victoria.
The recent WA figures are an aberration as WA has historically been like SA and Tas, but I'm guessing that the mining boom has affected the recent figures.

I suspect that attributing income tax and Commonwealth royalties to states is a bit difficult. Personal income tax - no problem, but as far as I am aware, no commonwealth royalties are paid on minerals extracted within states, so it is a bit difficult to allocate them to states. Note that offshore hydrocarbon production in the EEZ are Commonwealth property, but royalties are shared at source with the administering state, I believe.
The one you did not mention is company tax, and in this case there arises the question as to which state the company tax should be attributed - where the work is carried out, where sales are made, where head office is? Bearing in mind that some of the major company tax payers have major operations generating taxable income outside Australia.
For an easy to determine number, the state chosen would be where the head office is, as that is where the money is normally paid.
Then there are other Commonwealth taxes, of course, such as customs tariffs, and fuel excise. Do you want to include these as well?

Yes, it's GST - but in terms of transfers from the Commonwealth it's my understanding that residents of the less populous States get much more per head of population than the larger States, and it's been like that since Federation.
Take an example - our farm is near the Vic/SA border, so we got to apply to uni in SA or Vic as locals. I went to Melbourne, my brother went to Adelaide. If I wanted a discounted tram fare I had to buy a concession pass - $50 per year, if I remember correctly. My brother in Adelaide got the discounted travel without having to buy a card and free travel after 10.00am. I paid a lot for rent - not only was his rent in Adelaide lower but he also got an SA govt housing allowance for students: there was nothing like that on offer in Victoria.
I went to a hospital in Queensland a few years ago and got seen quickly, and there weren't many people waiting to be seen - the last time I went to ER in Melbourne I had a 4 hour wait and there were people sleeping on seats while they waited. That difference in Commonwealth grants per person has real world effects.

Ha you nearly covered them all, I have been a shearer, a farmer, a pub manager, owned my own trucks, a copper, a train driver and now back to truck driving! I have flown privately, and the guy who taught me and now flies Boeing 777's, said that they all expected me to go on to do what he does (doh now they tell me....).....so about all I have missed on your list is Astronaut and Tea leaf!
And no I am not 150yrs old, have just had about 20 jobs over the years....when I get sick of something or ****ed off with a job...I move on...life's too short to hang around and be miserable in your job, even if it is comfortable.![]()
