I always slow to 40kph when passing an emergency or police vehicle that is stationary, even when they are in a service lane, although they can be hard to see sometimes due to tree's etc, but that is the law here.
The problem is that not all do so and it's getting worse, especially on freeways & highways. it is really nerve shattering to do your 40kph to see a truck coming up behind at 100kph with nowhere to pass.
I can't help thinking with this accident that the truck driver was inattentive & found himself bearing down on a vehicle in the outside lane doing 40kph - or less as there is no minimum, and he has reefed on the wheel & gone from bad to much worse with the consequences.
Time will tell.
