As James suggested. Or simply remove the brackets, clamp the flaps in the correct place and drill through adjacent to original rivets, a couple of 6-7mm bolts and washers would do the trick and save buying new ones.
You definately need them in WA,if you get pulled up by a unfriendley law officer they can sticker you,a mate got stickered a while back for none on a trayback 4x4.

The current standard applies to vehicles manufactures on or after 1 July 1992 (for "omnibus" vehicles - e.g. a 9-seat LR), or 1 Jan 1993 for an off-road passenger vehicle.
Prior to that was a standard intriduced in 1989 which AFIK was fairly similar. Prior to that there was another standard.
Since this is part of the "General vehicle safety" standard, I think that in many cases you would be made to comply regardless of the year of the vehicle.
I lost mine driving to WA from Syd, they just tore off while i was doing 18 hr days at 120km (Def 110 @ 140k)
So I took the brackets off, no guards for my 110, been through rego no issue..
One day I may make my own new one, but not get new ones from LR .. bloody expensive!

I have decided to use the torn ones, they tore at the bottom of the bracket. Figure I can move them up and shorten a little to keep the originals.
Just can't figure out the crazy over sized pop rivets landrover seem to have used. Will have to replace with bolts me thinks.
By the way, I did coment that it seemed less gravel got caught around the wheel arch without them. However after some off road tracks yesterday so much stones, sticks and other stuff got thrown onto the back body panels.

I shortened mine from the top after removing those big rivets. That preserved the LR name and made them just long enough to clear the tyres if caught in sand or mud when reversing and hopefully this will save them getting torn off.
It's only a couple of inches (or 50mm if you prefer) and I doubt if any but the most over enthusiastic copper would notice that they'd been shortened.

Do the 130's have them? Mine didn't when I bought it and has passed 2 rego inspections and road side inspections.
