Probably local laws. I think the law on hearses is pretty strict. I know when we wanted to use a non-Harley side car outfit for my son's funeral, we couldn't. We could get a HD outfit set up to carry a coffin (there is a company that does motorcycle-based funerals) but he would have hated that!
