There won't be any settings to configure. If iOS detects a valid external gps signal it will use that, even in preference to the internal gps. The application plugs into the iOS GPS framework, so if the iPad is getting a GPS signal apps can access it.
It's worth having a look in Settings App (the one with the gears on the icon) > Location Services and make sure the toggle beside MemoryMaps is set to "on".
There are a couple of apps you can use to check the low level gps information to see if the iPad is recognising the external GPS at all.
I've used GPS Info! and GPS Data. Grab one of those first, as this will let you see if the iPad is actually getting any data from the GPS dongle. It eliminates higher level apps from the equation.
