i agree with tombie.
if tuning without a dyno is so easy, why didnt the manufacturer do it in the first place?
a tune has to be individual for the the engine, they all wear and perform differently. also driving style and use come into it.
ive used a nistune for years on my s14a. nistune is a piggyback/daughterboard. 274kw from a 2l engine. never once did i tune without a dyno. if it making other changes like fuel pressure, you need to have the supporting mods. some chips just advance timing which is usually just stupid.
a base tune with no chip starts about $600.
add $600 for a piggyback chip or 1-2k for a full ecu replacement.
great thing about my ls1, no chip needed. fully tuneable!!!
