Unfortunately Ron that information is less than complete.
The image is of an 80" which has the chassis number stamped in a different location to every other model. (In fact the first four numbers "8454" are the chassis build number and not part of the Chassis number or VIN. They are stamped at the chassis manufacturing factory for audit purposes before the chassis are shipped to the vehicle assembly factory. That vehicle's full ID is R06110036 the "R" and "L" for RHD or LHD were discontinued not much after that vehicle)
Also Queensland assembled vehicles from about 1952 had their chassis numbers stamped on the top of the LHS chassis rail in front of the engine mount bracket (80" 86" and 107")
As others have mentioned, vehicles assembled outside the UK may have their chassis number in a different location to those assembled in the UK.
- Australian PMC assembled vehicles have the chassis number stamped on the LHS rear spring (shackle) bracket.
- South African assembled vehicles have the chassis number stamped on the LHS front spring hanger bracket.
Yes they do need to see the chassis, In Australia the vehicle identity is the number stamped into the vehicle frame or body in a monococque. The ID plate is only a secondary identity. Not sufficient for vehicle identity as it can be removed and placed onto another vehicle.
