and in talking with him when I was buying it he mentioned he took the fan off for winter.

Common in the UK. My Mum had a Wartburg wagon that had a cable operated radiator muff so you could raise or lower it on the fly. 
From memory the actual radiator was behind the engine on top of the gearbox, fan belt at the front of the engine and a countershaft through the head. For some strange reason it always ran cold, smoked a bit as well......
