There is a detent plunger and spring on the top of transfer box, held in place by a hex head cap, which may have a weak spring causing the problem.
Alternatively; some people on this forum have reported that the low-range lever cannot go all the way forward, because the lever is fouling the floor board, so it is worth checking under the car to see if this might be the case,
