When you replace the seal in a salisbury you should also replace the crush tube which gives the pinion its preload. Sounds as if either the crush tube is failing or your bearings are. Have you measured the play?
Is there any way to tighten up the play in the pinion shaft of a salisbury diff? It has a small amount of side play but also a fair amount of end play. I need to replace the seal too but dont want to till the free play is settled first.

As the seal has gone and oil can get out , so can water get in!
undo the flange as this needs to be out of the way anyhow to replace the seal, and slip the first bearing out and inspect it and the seal surface on the flange.
If you are not sure what you are looking for in the way of damage, get an old mechanic that swears he knows nothing, to have a look and point out to you the proper course of action.
