You are right - a lot of panels are bolted to the bulkhead - floor, transmission tunnel, doors, bonnet mudguards, windscreen. But all these are fairly easy to remove. The real problem with replacing the bulkhead is that all the wiring, the dashboard, steering, pedal assemblies, all the controls except the handbrake are attached to it. Nothing difficult, except for rusted up bolts, just that there is a lot of it. 
The footwells are part of the bulkhead.
