I can't help with your question, but it might pay to check with QLD transport as to the legality of wearing tools on the bonnet. I got a yellow sticker for same down here a few years ago, and Victoria is generally more liberal than Qld re vehicle related matters. I was told that the Army is allowed to get away with modifications that are not permitted on civvy vehicles.

Not sure where but legally you should be fine as LR SOLD a def110 in the 90's called the tanami packsigned by les bushtuckerman, with tools on the wings including a shovel and pick. Not sure if the tyre bonnet mount was there as well.

Check out the military spares places as it's generally something fitted to military vehicles.

umm, no. There were only 100-150 Tanamis sold, so the chances of finding one to scavenge the tool holders of is almost nil. However, they are the same as the tool holders fitted to AU Mil landies from ~1960-on.
