Have bleed and bleed a lot, to no avail.

To bleed the DPA pump you need a 5/16 spanner.( only thing externally on the side of the pump which takes that size)
If it is a hydraulic governor it will have one bleed bolt.
If It is a Mechanical governor it will have two bleed bolts and the air must be pumped out of both.
After the bleeders are showing no signs of air close them and open one only injector line at the injector and crank the engine as to try and start it.
If the engine starts and runs on 3 cylinders close the injector line and every thing should be OK.
    These pumps are reliable .
If the above is carried out and it doesnt start, you are looking for another problem.
