I've no experience with that engine, but this is what I'd be doing:
- Pull the rocker shaft off and make sure you can rotate the crank by hand 720deg without it hitting on the valves.
- make sure the crank is at #1 TDC, and the cam is on the timing mark
- back off all the valve rocker adjusters as much as possible (ie so the adjuster is only just protruding through the rocker
- Fit the rocker shaft/rockers
- Fit the timing belt
- Rotate the crank 720 deg and make sure everything is happy and the timing marks still line up
- Set the valve clearances using the method in the manual.
