Ok, I visited the Perentie today.
I found the cut off valve. I traced the cable back to a grey pouch in the firewall containing something hard. From that, there was a wiring loom that disappeared into the fire wall near the clutch master cylinder. At that point there was an in line blade fuse holder with a 10A blade fuse in it. I removed the fuse. It wasn't blown. I replaced the fuse and guess what, my whirring noise is back. I'm confident the Perentie will start.

Good work. I think the standard location for the fuse on County is behind the instrument binnacle (at least is its on my daughter's one), so its great if the Perentie one is accessible.
That grey pouch contains the EDIC motor/mechanism. Think of it as a watertight bag with an unsealed opening in the top - containing electrical and mechanical bits that don't like to swim.
Since the EDIC is still working, I'd nip the lowest bottom corner off the bag to allow it to drain and make sure it can't collect water.
