Lifting relief pressure won't have a great deal of affect at idle, which is where I'm guessing your having the most issues (parking etc), due to low pump input shaft speed/inificencies. Hence the 400psi @ idle specs.
One way out would be to run an assist ram plumbed into the steer box like the big tyred Nissan/Toyota boys do, increase the surface area the pressure is working on. Legality would be very iffy tho.
Slight increase in pump pressure and pump shaft speed at idle may work (ie, change pulley ratios).
As others have said, check mechanicals 1st. My '86 on 245's @ 28psi is very light in the steering, even at idle.
