How much boost pressure should a standard 300Tdi Discovery have when at full noise doing 2500rpm going up a hill?

14.3-15.2 nominal is 14.7, more is betterer...

I thought my power was down a bit, so I installed a boost gauge. The maximum pressure that I saw was 3.5 ~ 4 psi. I must have a problem. Where do I start looking? Turbo connecting hoses visually look good. How common is a hole in the intercooler?

assuming its not a fuel restriction issue, not a throttle cable being slack...
check the boost compensator hose and then you' need to check the boost compesnation pin.
it could also be the waste gate actuator failed open but if you wind hard enough the boost will eventally come up with just the wastegate stuck open.

Should I be able to move the waste gate actuator rod by hand?
It appears to be stuck with the bellcrank angled towards the rear of the vehicle.

no, but you should be able to move it with a small spanner on the actuator arm.
my first test is to put compressed air onto the wastegate hose using an air duster or a regulated air supply.
in most cases with symptoms youve describedthat arent the throttle cable or the fuel filter its the compensator line been chafed through or disconnected

you will not move the rod by hand.
with the elbow pointing to the rear, this would be the closed, making boost position.
This is where it should be with the engine off.

The actuator is a pressure operated diaphragm. Therefore, the rod would be pushed forward when pressure is applied, with the rest position being to the rear. So all is normal there.
More thinking...
Better check the hoses one more time. Left the torch at home, so feeling around in the dark. Bottom hose is split just before it goes into the intercooler.

That'l do it to you, olthough a spit hose would normally have a very breezy noise associated with it...
