I had the same problem in my D2 and knowing the keys are approx $500 to replace was not keen to force the issue.

I called out the RAC, cost $177 ,and he got out his can of WD40 gave it a good soaking and the problem was solved.

4 months later still good though I wish I had had a can of WD40 with me when the problem occurred.

I've taken the shroud off my D1 once (97 build, with airbag - incase that has a different design). From memory it was those 3 obvious screws and then it becomes loose. Then the top half unclips from the bottom half and it took a little bit of force to do that. But this was done a few years ago, so I could be wrong. But someone's post above sounded very similar.

mate there are 5 screws - 4 self tappers that tap into either the steering column or the upper shroud - that is on a 93disco 1 - the original disco one not the one eveyone else has....

Could be quiggers. A paddlepop stick, a grasshopper, blame the kids. I'm still trying to figure out how my grandies got a crumpet in the DVD player.
It must have been the kids.

What would we do for a giggle with out them. The vegemite sandwhich in the VHS was always a favourite, but a book in the DVD? One just never know, do one? (Huggy Leadbetter, blues man. )

    Shorty.

Mine seized a while ago, could get key in but unable to turn, a good spray of WD40 has fixed it like new.

if its the shear head bolts come loose as ladas said above.......

just undo them by hand......and cut a slot in them with a hacksaw so you can tighten them......

they do come loose and cause all sorts of problems.......your symptoms being one of them......
