I think using a cleaner is a good idea.
from a call to the fella's at Tectalloy, they suggest that an alkaline based cleaner be used to prepare for a conventional silicate/nitrate inhibitor/glycol coolant. Something like their Mukowt.
For OAT inhibitor coolants, an acid based cleaner is preferred, particularly when changing from a silicate/nitrate inhibitor glycol.
Unfortunately acid based cleaners seem harder to get a hold of these days, with companies like Repco refusing to stock them except on special order (OH&S).
