White smoke is a sign of incomplete combustion. Dodgy fuel and crook injectors can do it, as can a dodgy injector pump.
Injectors are approx. $98/injector to rebuild, and if you do keep the vehicle, get whoever rebuilds them to double the break open pressure, although I think most diesel place do that on the TD42 these days anyway.
That price you were quoted for the pump o/haul is about the going rate.
We've had similar symptoms (not quite as bad, though, just the white smoke and rough idling) on our Patrol a number of years back and it was a load of dodgy fuel. A dose of a good fuel cleaner fixed it.
